2005 Legislative Scorecard - House

The Children’s Campaign Fund used the bills listed below to rate Washington State legislators. All of the votes are from the 2005 Legislative Session. How each legislator voted is identified on the scorecard. HJR 4205 was only voted on in the House and SB 5069 was only voted on in the Senate. Otherwise, all of the other bills are the same.

A) HB 1079 Foster Youth Postsecondary Education: Creates a committee and authorizes use of some funds to ensure that postsecondary education and training opportunities for foster youth are available and utilized.

B) HB 1152 Early Learning Council: Creates an Early Learning Council to study and oversee quality early learning programs across the state.

C) HB 1154 Mental Health Parity: Requires insurance coverage for mental health services to be at parity with medical and surgical services.

D) HB 1408 Individual Development Accounts: Creates an Individual Development Account program for low-income individuals and foster youth. One million dollars was appropriated to seed this fund.

E) HB 1441 Children’s Health Insurance: Declares the intent to have all children covered by health insurance by 2010 and re-establishes the Children’s Health Insurance Program for immigrant children at or below the federal poverty level who are not otherwise eligible for Medicaid because of their citizenship status.

F) HB 1577 Capital Projects for Nonprofits: Removes 2007 sunset provision on the Community Services Facilities account which provides state assistance to nonprofit social service organizations to assist them with capital projects and expands the number of projects that can be funded.

G) HB 1771 School Breakfast Program: Requires schools where 40% of children qualify for free or reduced-price meals to provide school breakfasts.

H) HB 2163 Homeless Housing Program: Imposes a $10 surcharge on documents processed by county auditors to raise between $15 and $18 million per year to help implement local plans to cut homelessness in half by 2015.

I) HJR 4205 Simple Majority on School Levies: Would have required the legislature to submit to the voters a proposed amendment to the Constitution that would allow school levies to be approved by a simple majority of voters voting in an election.

J) SB 5069 Family Leave Insurance: Would have created a partial wage replacement program for employees to take care of newborn children or sick relatives.

K) SB 5763 Omnibus Mental Health and Substance Abuse Treatment Act: Among its many provisions, this act establishes chemical dependency treatment specialists in every Division of Children and Family Services office in Washington State.

L) SB 5898 Postpartum Depression: Provides $25,000 for the Washington Council for Prevention of Child Abuse and Neglect to create a public awareness campaign about Postpartum Depression.

M) SB 6090 Budget: The current biennial budget which prioritizes children’s needs in many arenas.
