At the Children’s Campaign Fund Network, we believe in a future where every child can thrive—and this year, we made meaningful strides toward that vision.
We’re proud to share our 2025 Legislative Impact Report, highlighting a transformative year for children, youth, and families in Washington state. Despite a historic budget crisis and major changes in the legislature, our network showed what’s possible when education, electioneering, and advocacy work hand in hand.
Our proactive approach laid the foundation for this success. Before the legislative session even began, we engaged deeply with lawmakers—over half of the House Early Learning & Human Services Committee—through our endorsement interviews, the LEAP program, and strategic outreach efforts. These relationships allowed us to elevate bold policies that directly impact the lives of Washington’s youngest residents.
Key highlights from this year’s legislative wins include:
Zoning Reform for Child Care Access: With Senator Emily Alvarado, our 2023 CCF Champion, leading the charge, we helped pass commonsense zoning reforms that will significantly expand access to child care—a crucial step toward meeting families’ needs.
Investment in Early Learning: Representative Lisa Callan, our 2024 CCF House Champion of the Year, championed HB 1314, a pivotal bill for early learning. We also played a critical role in securing $69 million for the Early Learning Facilities Fund through the Capital Budget—an investment that will benefit generations of Washington families.
This year’s progress wasn’t easy. It came amidst profound grief and financial uncertainty. But it stands as a powerful testament to the strength of our model—and to what’s possible when advocates, elected leaders, and communities come together to prioritize kids.
As we reflect on this year’s impact, we’re filled with gratitude for the supporters, partners, and champions who helped make this work possible. And we’re more committed than ever to building political power that puts children and families at the center of policy change.
